In the construction guide it DOES NOT state that to get the exp. you need 30 construction. here is a screenshot taken to prove this.

Hmm I have 5 or 6 of these large bone from killing moss giants.

 

I will try selling while my construction is under 30 to see if I get the exp. But as i read this picture you posted it states "but it's highly technical so you won't understand if you don't already have level 30 Construction"

 

I feel with that quote unless you have level 30 Construction you would not receive any exp points. Just my point of view, I will post after I sell one under level 30 Construction Skill Level.
