When you say lagging do you mean in general or just online (eg. RuneScape)?

 

Also what operating system are you using (normally its a version of windows)?

 

And what are your pc's specs (if you go, start-> run -> type "dxdiag" (without the "'s) it will tell you this)?

Thats it. Now if your pc is lagging in general, not when your online, then the problem might be ad/spy/mal ware.

 

Download Ad-Ware personal (it think its version 2007 now) and Spybot S&D.

 

Run a scan on both of them and hopefully it will pick up some junk.

 

Run a virus scan afterwards.

 

Then download CCleaner and run the find issues, then select fix all.

 

 

 

If you only lag when your online then its your connection. There not too many ways to fix this, but I would check the the connection DSL (check the phone line is the master line and that you have a filter attached) or cable (ask anyone in your area if they are having the same trouble. If its the connection for sure contact your ISP.
