how do i get in there i have 40 agility and clue scroll says i have to go there is the a special stairs cuz i either need 82 thieving or 66 mage is there another place where there is stairs?

Go into the dungeon, and fall down the first agility item, you'll find yourself with all the spiders, head over to the stairs :wink:

Its directly east of the watchtower, which is outside the walls on the north-west side, you have to slash some webs to get in.
