im supposed to get somethin from him i forget if its the watch or sextant, but i looked in the clock tower and all there is is some other brother and a bunch of monks that say "peace brother" wenever i talk to them.

That's not the clock tower. The clock tower is the one just south of Ardougne with all the ladders next to it. :D
