The highest level I've seen is only a fifty-something. He asked me for free stuff, I said no, he called me a noob...usual stuff. And the best part is, I was like level 26 at the time...You can bet I was surprised to see someone twice my level begging.

That's not the clock tower. The clock tower is the one just south of Ardougne with all the ladders next to it. :D
