It's located to the Southeast of the Palace entrance, on the Palace grounds. Do NOT go into the Palace, it's outside. Once you find the cart, search the crates nearby. I would post a pic of where you need to look, but I can't do that right now. So take a look at the world map. The cart is PAST the wall surrounding the palace, but BEFORE the door INTO the palace.
