In the magic skill guide, under the High Alchemy Spell, it says, "Buy stock that slowly spawns in certain shops. For example, buying runes in the Magic Guild store, or purchasing arrow heads in the Catherby archery store."

 

 

 

however, with the new shop update, both of those stores have an unlimited supply. The cullimancers chest is a still good store to high alch and wait for the supplys to restock, though.
