To install a new font in Windows (considering it's a TTF file, other wise I don't know) do this:

 

1. Start > Run > %windir%\fonts

 

2. File > Install new font

 

3. Choose the file from whereever it is, and be sure to select "copy fonts to the Fonts folder".

 

 

 

I'm not really sure how to do change font size in MSPaint, though.
