That's just not lag. Lag is the amount of time between making an online request or command and receiving a response. That has absolutely nothing to do with computer resources. Lag is purely caused by a bad connection. High ping is a symptom of lag.

 

Having not enough cpu power to play RS is also possible for a bad gaming experience, but it's not lag. That's what you call hick-ups or framedrops.
