Does barrows armor decay only during combat? I have read that it decays during combat even if you are not being hit (i.e., if you are safespotting). Does the decay only happen, then when you are actually attacking someone/something? Is that what is meant by combat?

 

 

 

If I wear it while walking around or skilling, can I assume it is not decaying? I ask because I was wearing some while high-alching and wondered if since magic is a combat skill and I am actively casting spells (even a noncombat spell like high alchemy), is the armour decaying?

Only when you're attacking something-dealing damage or getting hit. It won't decay high-alching or skilling.
