Will my Karil's Top and Skirt degrade only when I am directly being hit or when I am simply ranging even if I am not being hit?

It doesnt matter if you attack or if you're being attacked, it will degrade.

If I step away from the monster so that it cannot hit me, but I can range it.

 

Will it still degrade?

Dont worry, in my expirience degrading takes longer than you'd think.
