In tip.it's fletching guide, the exp. for bolts is different than in tip.it's fletching calculator. For example:

 

GUIDE: ADDY BOLT: 70 exp.

 

CALC.: ADDY BOLT: 7 exp.

 

btw, i am on my PS3 so I can't post a screenie.

You make 10 at a time. So when you use feathers on addy bolts (unf) you get 70 exp (because you made 10). But the calculator counts each bolt I think.
