How can i get an anti-dragon shield from duke horacio for the med lummy diary when i have already completed the dragon slayer quest?

Make sure you don't have an antidragon shield in your bank or with you, then talk to Duke Horacio.

 

One option will be "I seek a shield that will protect me dragonfire!" Go through the conversation, and afterward you receive it.
