I have full rune and everything and idk much about the good armor but i know that some of it doesnt increase your stats. Rune berserker shields are superior, but they degrade and the only way to fix them is play a lot of Fist of Guthix (can't be bought). If I were you I would buy exp in a skill you like with that money.
