Well, I've been doing Pyramid Plunder since 74 Thieving and I am pretty close to 99. The thing is, I have never gotten a Pharoah's Sceptre. Does this seem odd to anyone? Any advice?

It's unlucky but they are rare, keep going and you'll probably get one before reaching 99.
