Excuse me, but it is totally possible. However MS Paint seems to have a default quality setting on it's jpg's when saving.

 

 

 

 

 

 

 

But if you use other software like Photoshop, Paintshop etc, there is a high chance that you might change the quality, on a percentage basis.
