Well, ultimately it depends on wether or not you would like to be an Obsidian Tank or an Obsidian Mauler.

An Obsidian Mauler has only high strength and a maximum of 20 Attack [which, if you choose to acquire, should be gotten through questing]. The main advantage of this type of account is the high max hits you can proc for your level.

An Obsidian Tank is an account with both high strength and defence. the advantages it has over an obsidian Mauler is that you tend to die a lot less, if at all, when Pking. The higher defence also allows you to access a wider range of strength boosting equipment, such as Fighter Torsos and Dragon Boots. However, as an Obby Tank, you loose a lot more when you die, and are of a much higher combat level than your 1 defence counterpart.

In both cases, [in my personal opinion..] you should aim for 50 Strength in F2P, training souly on Men at Edgevillie, whos bones will make you Moneyz... <3:

Try to stay 1 Attack until you have decided if you will pursue the Tank or Mauler path; with a Tank, lower attack is preferable to keep excess combat levels to a minimum, whilst a Mauler has a little more choice.

Membership at 50 Strength and from there try to make around 2M from 50 - 60 Strength - enough to pay for your training food, armour of choice Obsidian Maul and Bezerker Necklace.

If you want a more in depth guide explanation, there are several high quality guides on other Runescape fansites, although I am not sure if forum rules allow me to mention them. :|
