ty it seems that tip.it summoning guide has inaccurante info. Its not just outside of the cave. its the stone with a black mask picture on it

Then speak with 50 Ships Mufasa to obtain an Ex-parrot. Put the dead parrot in the cage and then use the cage on the stone slab outside of the Cave Horror dungeon on Mos Le'Harmless. The bird will become an Ex-ex-parrot...

well dude, its not outside of cave horrors dungeon its more likely

and you could point that its the stone which has a picture of a black mask on it, its more helpful this way.
