I am sure that this has been asked before, but here it is: Where is the closest bank from a Summoning Obelisk without doing quests for them? And what is the closest with quests and which quests are required?

That would be the obelisk in Piscatorris Fishing Colony. Use a Spirit Kyatt to teleport there, and use a ring of duleing to get back to a bank.

 

 

 

2) What is the closest obelisk with quests and which quests are required?

 

There is no bank tat is closest to an obelisk that requires quests that i know of, sorry. If there is, I should know about it, since i have a pretty high summoning, but I am always willing to be proven wrong :D

If you have 57 summ, using a spirit Kyatt and banking at Castle Wars is fastest. If not, running to Gu'ttanoth from Castle Wars and using a duel ring to bank or running up to Taverly and teleing back to Falador is fastest.

Running from Piscatoris to the obelisk and back is closest if you don't have 57 summ. You have to have done Swan Song to enter the fishing colony. Of course your other option (aside from using Kyatt which requires 57 summ) is to use fairy rings to Piscatoris and back to Zanaris.

I would probably say setting your house up at Taverly, using a house teleport, exiting then running to that quest site with that ladder then using a ring of duelling is the fastest way.
