Anybody know of a program where you can use a video and just type in the times you want and dimensions of the image and it will make it into a GIF image?

GifNinja.com. Free, no download required, and it's very user-friendly. Only problem I noticed is that the maximum limit is 4 seconds, although I really don't see why you'd want to convert an entire movie or something to .gif format.
