No. Each monsters in a specific clue level category has as much chance of dropping a clue scroll as another monster in the same category.

1. Have a coordinates clue with you, and that you have examined the clue (right-click on it).

 

 

 

2. Speak to the Professor in the house North of the Observatory BEFORE you speak to Brother Kojo at the Clocktower. You have to be sent to Kojo by the Professor.

 

 

 

3. Have completed the Clocktower Quest, IF you've already started it and never finished it. You do NOT, however, have to do the quest if you haven't started it.
