a) Is it possible for me to get a fire cape with these current levels:

 

 

 

80 attack, strength and defence.

 

81 HP.

 

76 Range.

 

75 Mage.

 

70 Prayer.

 

55 Summoning.

 

72 Slayer (Just in case you recommend broad bolts)

 

 

 

B) If so, what set up would you recommend? I have 4.7m in cash at the moment, but i'd prefer not to spend all of it right now.

While I'm at it, are my stats high enough to kill at least one mithril dragon, and fight in GWD boss chambers in a team?

Fight cave, yes you can easily do it with your stats (be prepared for a few trials though, very few people get it the first time.)

 

Cheap outfit: Neit helm, black d hide body, v skirt, granite shield (range def is imporant), snake skin boots.

 

 

 

For the other questions, 1 mith dragon with prayer, potted and full inv of food should be a problem.

 

GWD: yes, but it may be hard to find a team, unless it's very big (which is hardly worth it, besides learning how to fight the bosses.)
