whats the best way for a lvl9 crafting person like me to buy cheap raw materials and make something thats worth a bit more using my crappy crafting lvl so that im training but also making a little money?

For the water, the fastest is probably from the Fally west bank to the pump north of it.

yeah water its either fally west to the water pump by haridresser or varrock east to the fountain just north west of it.

 

 

 

Also in rs it is very rare to never that buying makes profit. Especially below lvl 50.

 

 

 

Street prices are dictated by usefulness, which means xp value is accounted for. Meaning cooked fish are cheaper than raw fish, most bars are cheaper than their ore etc etc.

 

 

 

Eseentially to do crafting you gotta kill cows tan the hides n make leather stuff, best f2p method i know of for your level but you will make loss not profit

dunno if its the same but people buy unstrung gold amulets, they're about 10-20gp more than gold bars, i did this a few months ago dunno about it now, gold bars normally sell lowest and amulets near highest it was about 180-190 for gold bars 200-220 for amulets
