If you are using photoshop:

 

 

 

 

 

 

 

Go to save for web > and switch the format in the little window to .jpg. You can then control the quality bar and on the bottom left corner you see it's size.

 

 

 

 

 

 

 

If you are animating, it depends on your program.

 

 

 

 

 

 

 

EDIT: it's an animation, just read.

 

 

 

 

 

 

 

Whenever you lower the file size, naturaly, you lose quality. There is no way to make it smaller without loosing quality without :

 

 

 

 

 

 

 

A. Make it's size smaller. Ex. 300x150 to 300x100

 

 

 

B. Shorten the animation.

 

 

 

C. Make the animation less taxing. Example, don't have it constantly switching between pictures. Even if say, its 4 frames, and switches between 4 pictures, a 4 frame or much higher frame animation that is a simple text animation would be a lot smaller. Just because everytime something changes in the animation, it makes the size bigger.
