i heard jellies drop clues (level 3) frequently is that true?

There doesn't seem to be a difference in the clue drop rates for monsters as far as kills/clue; however, since Jellies have low hp and defense for a level 3 clue dropper, they are good for hunting for clues.

oh ok that sounds good ive been wanting to do some level 3 clues maybe get a few good rewards on the way.

Green Dragons would be a better option in my opinion. They drop 2-4k worth of stuff every time, have about the same clue drop rate as jellies and is more easily accessible than jellies.
