the barrows brothers arent considered "undead" their more like undead warriors but thats all.

They ARE undead, however the Barrows brothers are dead warriors of Saradomin, and the salve amulet is a Saradomin artifact, so it doesn't have effect.

 

In other words, Jagex doesn't want you 2 hitting Dharok.
