I can't decide between a 99att 95 str 40 def rune pure or a 70 att 80 str 99 def tank. Both should end at 104 combat, but which one would do better in f2p?

Rune pure. Im working on my own rune pure atm. Little bit off topic here: f2p sucks because only fun thing you can do is pking. There is no monsters to hunt in f2p. Where you could test your acc for defeating some higher lvl monsters.
