But from what I understand, the first thing you posted is the document type which will be used to check if you have valid html. the xmlns I have no idea (google it :) ), I just know it needs to be there :P The meta is just to help with search engines to know what type of data the content will be, and the character set is used for browsers. The links will be used to reference CSS files later in the tutorial.
