The HAM dungeon, halfway between the Lumbridge castle and Draynor. It's the trapdoor in a broken-down shed. You'll need to pick to lock to get in, which can take a while.

do i need a thieiving lvl to pickpocket them? and pick the lock

You need 15 theiving to pickpocket them, but no level for the lock.
