I know that if you trade in the clothes at MA you receive your reward points back, but if you uncharge the fremenik rings do you receive the reward points back or are they lost?

nope, you won't. jagex done it this way so players will buy all the reward levels clothes, and "upgrade" them when they get to the next rewards floor. with rings it's quite diffrent...they can uncharge it only for completely 0% refound :(
