Easy. The location is hands-down Giant Spiders, but you will need to tank.

 

If your defense isn't up to it (imo, anyone with under 70 defense will get hit too often), you next best choice is Flesh Crawlers, which are almost as good, but not quite. Once again, you will need to tank, but not so much.

Alternatively, you can range greater demons. I've heard it's decent (~5k less xp per hour than giant spiders) and comes with decent profit for f2p. So you could try that too.

I beleive minotaurs are good at low levels, and they do drop a lot of arrows, I believe, but I get the feeling giant spiderswould be better for you.
