Could I get 83-90 smithing while LOSING 15million or lower? I'll be using sc hammers. I want to maintain at least 100k xp/hr. I know mith plates are about 20m from 83-90, but that's too much for me.

Just do gold ore. I calculated from 67-88 for myself (ill eventually do addy plates from 88-99) would be around a 17M loss with goldsmith gauntlets. So that would roughly be the same for you. Yeah its about half the speed you want, but for your 15M budget its probably the best method. In the long run it would even out to the same as mith plates because you have to count the time spent at stealing creation to get hammers. I would recommend doing gold from 83-88 then adamant plates with hammers for any other levels. Hammers just arent worth it for smithing until 88 and are much better used on construction.
