I have to talk to fycie but I am low lvl and I don't know how to get to her... do I have to do some sort of quest? I am prepared to take food and run from ogres if need be...

Just go into Rantz's cave in Feldip. Run past the ogres, they're really slow.

I've stopped playing RuneScape. KoL's better.

No quest needed, and Spongehead91 is right. Just run past the few ogres that are on the way. It's easy.
