I created the image on Adobe Photoshop Elements 7.0. It was pretty easy until I found out that Elements doesn't have Blending Options as a right-click option on layers like CS3/4 has. It took me about 10 minutes looking through Google and on Adobe's support site until I could find the tool that I needed for applying a stroke to text.

It would stand out if that style wasn't overused. There are tonnes of styles for userbars but if you played around with some of them I'm sure you can come up with your own that may want people to have one.
