I somehow dragged my Pan and Crop up in the menu bar :

How to make it like a pop-up?

If a program has tool windows that can be dragged into docking positions to become a toll bar or side panel somewhere on the sidebar or toolbar they will have a grab point, sometimes visible sometimes not usually at the far left edge of the tool bar. When over this grab handle you normally get the 4 directional arrow cursor and using this point you can drag the tool bar back out into the middle of ur screen where it shuld become a window again.

 

If you dragged it into a toolbar, it WILL drag back out

There are these little dots that look like:

on the left side. Click that and drag it out of the area.
