Massive DirectX problem

I have a Geforce4 video card and DirectX 9.0c, and somewhere in between those two, there seems to be a problem. Whenever I load any program that uses DirectX, I get two error messages: the first reads

 

 

 

 

 

 

 

"The D3D8.DLL file is linked ro missing export DDRAW.DLL:Unlock:CB"

 

 

 

 

 

 

 

and the second reads

 

 

 

 

 

 

 

"C://(path to the [Caution: ExecutableFile] file of whatever program)[Caution: Executable File]

 

 

 

 

 

 

 

A device attatched to the system is not functioning"

 

 

 

 

 

 

 

I have tried googling the messages, and this seems to have happened to a lot of people before, and they fixed it by reinstalling either DirectX or the video card driver. I have done both, and neither did anything. If you're wondering, I have Windows 98SE with a Pentium4 processor. Anyone got any ideas on what to do next?
