Right, for months I have been mulling over getting my mage level up a bit, but just as I think I'll do it I end up doing something else. So this Summer I plan to get it from 76 - 90 as was wondering what the best way to go about it is?

 

I have access to all spells and would probably be willing to spend up to 15m (possibly stretch to 20m depending on what my bank is like by then) on it, although I wont turn down a cheap alternative.

I'd use Superheat, it's fairly fast and you get lots of Smithing experience on the side. You'll break even using mithril or steel, but it's a lot faster to use iron or silver or gold(expensive for gold). If you want some charms, you could start bursting at 80, although that might run you over 20m.
