Adding images to a video in Sony Vegas 9

Well, for a german project I need to add a rainbow and some clouds into the background of a video using sony vegas 9. I thought it would be easy but I cant figure it out. How would I go about doing it? I just basically need to get the image on top layer of the video, without disrupting it.

There are (if I remember correctly) two or three layers of video on the timeline in Vegas 9. Simply place your image on a higher one than your video.
