Mentioned under the rewards section of the barrows guide is talk about Ak-Haranu (The bolt rack selling guy), and it says he sells bolt racks for 50gp each. Since then, the total bolts held by him is 100 and they are priced at 420gp each :( Here I'll quote it for you. "Bolt racks are used for Karil's crossbow, and can also be bought on the docks in Port Phasmatys. Find the non-ghostly guy dressed in red and a samurai sword.
