Going to the final battle, the dramen/lunar staff is not required as the fairy wand, when wielded, will allow you to use the fairy rings. This frees up an inventory space.

I can confirm this. Unfortunately, I wasn't aware of how to help update these guides until after I finished every quest except Nomad's Requiem, so I cannot furnish any proof. I can only say that I was able to use the wand to work the rings.
