how do i resize the file because when i go to upload my pic in imageshack it says taht its to big and u need to rezise it

Im guessing format, 'Save' as, save it as a .png or .jpg/jpeg.

You can resize in paint,

ok i first i cant look at the properties because when i rigth click it is not an option so i dont know if its jpg or whatvever and i cant find a format button in paint

Open the file in paint, and press ctrl+w. Just put in 50/50 to shrink the picture 50%, 25/25 for 25%, etc. :)
