it says in the woodcutting guide that you can trade 2 special teaks logs to the sawmill operator for a full inventory of teak planks, but when i talk ot him he only offers me 1.3k for each one, any ideas why?

Are you bringing a full inventory of teak logs along with it or just the two special logs?

You'll need to have them both in your inventory at the same time I believe. Did you have the other 26 normal teak logs in your inventory ready to be made into planks?

He won't give you 26 teak planks; instead, he'll convert 26 logs into planks for you in exchange for those 2 special teak logs. Hope this helps.

thanks, i thought he just gave you planks, now it worked with logs in inventory

If you didn't get the teak logs beforehand let them drop.They've recently been dumped, after a high merch, so it'd be better to let them get close to their original price 50-60gp.
