fishing guild for clue

i need to go to the fishing guild bank for a clue, i only have 63 fishing at the moment, but was wondering if i could get it to 65 and use a fishing potion to raise it to 68 and get in the guild to do the clue?

Use an admiral pie, that's what I do when I get that clue, and I'm 63 fishing tool.
