Could i do DK's? Stats are below, have 11m to spend on items in order to do it?

You could go solo Rex, maybe hybrid rex/prime with those stats, just basic maging in Verac's with Guthix mace + Claws of Guthix since your budget doesn't allow you to buy a sol.

I would highly recommend getting at least 68 summoning before you go though, really helps with the constant damage from the spinolyps.
