do i have to be a legend to get past it to finish my lvl 3 clue? My friend says i do.

Yes, you need to meet the pre-requirements to start the quest. It doesn't matter that you're only going into the Kharazi Jungle for a treasure trail. You can't start Legends until you meet the requirements. You need to have completed the following quests:
