Downloading WoW on a public server

So, I'm trying to download WoW for my brother at a library. The launcher says that I'm currently not connected to the servers. Basically, any [Caution: Executable File] files I download that give launchers won't work. So, is there any way for me to download it directly from my browser? (Google chrome, in this case)

Why are you downloading it from the library? You realize how big of a game it is... right?

 

And the only way I know of how to download WoW is through the launcher.

I have dial-up at home.

And, it's fine now guys, I found a solution.
