I got a reward from a medium clue scroll that I realized wasn't on your list of rewards -- I got an "Ancient Page 2"

That would be because prayer book pages can be gotten from ANY clue level and are clearly listed under "global" rewards

As Sy_Accursed mentioned, prayer book pages can be obtained from any level of treasure trail, so they're listed under "global rewards".
