Today i bought a PayByCa$h card to get mems again.. and it won't go through jagex's billing system. it says "A problem occurred while attempting to redeem your game card. Please wait a short time before trying again. "

P.S. yes i bought it and it was activated... and yes i scratched off the numbers to input them.

The best thing to do would be to send Jagex a billing support message so they can have a look on their end to see if they can help.
