In the crafting guide you state that to buy the higher amounts of battlestaves you need to be wearing the appropriate Varrock Armour. I buy 64 battlestaves daily wearing whatever I want, sometimes my Bandos Chestplate, other times nothing. I haven't confirmed this for other amounts but I'm pretty sure it applies to all amounts. All you need is to have completed the necessary set of tasks.

Thank you for pointing this out. Varrock armour used to be required to buy these staves, but no longer is. I've corrected the guide's references to this and credited you.
