Solved

I actually experienced this myself not too long ago - so we'll see if my solution works for you. Go into Norton Internet Security (or whichever Firewall you have,) click "Personal Firewall" then "Configure". Then go to the "Programs" tab and find the entry called Microsoft Outlook (or maybe they named it MS Outlook or just Oulook or whatever.) Remove the entry. Restart your pc. Fire up Outlook and Norton will alert you that a new program is trying to access the internet, click "Automatically configure" (or "Allow connections on all ports" or whatever) and Norton should allow it through.
